Primero

Primero is an open source technology platform for case management that was developed to support humanitarian services organizations worldwide. Its web application and mobile app support a range of features for day-to-day work in the field and supporting offices, including the following capabilities.

Primero is built to handle localized workflow, language, terms for data elements, and other configuration for an effective case management process. This out-of-the-box configuration relies on a case management model and best practices to provide a powerful solution for many services organizations.

  • Configurable – The platform is built as a set of modules that can be modified to support a particular feature set for case management, incident management, and reporting. The forms are adaptable for local needs, including the capability for an administrator to add or remove fields, and change labels and other text. Users can also create their own forms. In addition, the design and implementation of the forms allows a developer to easily add data validation and other constraints. Primero includes an export, import, and application programmer interface (API) for data interchange that can be used to integrate the platform with other systems. These capabilities support point-to-point integration, if local needs require data sharing or aggregation.
  • Secure – Primero supports application security, including user authentication, role-based access, and record- and field-level permissions. Moreover, the platform is designed to handle country, region, and program data as distinct data sets. Our focus was on limiting access to information to appropriately credentialed and authorized users. All reporting or export of data is under the control of local administrators. Primero is fundamentally designed to not require any data sharing amongst deployed instances. During initial development, the platform was subjected to an extensive security audit by a third-party, and a subsequent ‘hardening’ of the application and system configuration by the project team to implement any recommended improvements.
  • Flexible – The platform is designed for a range of operations, including use in regional, country, or program offices; as well as for day-to-day field work in the delivery of humanitarian services. Primero can be deployed on a networked server, stand-alone offline computer, or laptop. Each Primero instance is a fully-functional installation of the software. Field workers can also use the mobile app for most data collection activities. We also offer Primero as a cloud-based solution. An organization with Internet connectivity can access the complete functionality with a guarantee that its case and incident data remains confidential.

We offer two alternatives for a secure cloud-based Primero – managed hosting by UNICEF ICTD or by Amazon. UNICEF ICTD offers an Azure-based infrastructure that has been designed and implemented for the specific needs of UNICEF and implementing partners worldwide, including a data protection and confidentiality agreement with Microsoft. Amazon also proves a secure and flexible option for hosting Primero. (UNICEF does not recommend hosting by the client organization due to increased security and data risks.) Quoin also provides cost-effective support plans that include technology support and a help desk for end-users.
